Evidence, assurance and institutional strength.
Monitoring and evaluation, applied research, institutional development and financial assurance for the organisations that deliver development in Pakistan.
Our Vision
To advance the highest standards of management practice so that human and institutional resources are used to their fullest, and services reach organisations and communities efficiently, punctually and sustainably.
Our Mission
To deliver assurance and advisory services of demonstrable quality — strengthening internal controls, policies, procedures and operations — so that management at every level is equipped to meet its organisational objectives.
Operating Principles
Evidence before opinion
Findings are traced to data the client can inspect. Instruments, samples and limitations are documented in every report we sign.
Participation as method
Communities and stakeholders are engaged from design through validation. Consultation is built into the workplan, not appended to it.
Cultural and linguistic fluency
Teams are matched to the language, gender protocols and customs of each assignment area before fieldwork begins.
Independence in assurance
Audit and verification mandates are staffed separately from advisory work, preserving the objectivity our clients rely upon.
Organisation & Governance
DevCon is led by a Chief Executive Officer and a Director, both partners in the firm. Three core departments carry the technical work — programme; audit and systems development; and software development — and are supported by dedicated finance and administration functions.
Every department is staffed by qualified professionals and associates with substantial experience in Pakistan's development sector, and is conversant with the reporting and compliance requirements of the institutions that fund it.
Development Services Unit: A dedicated unit carries the firm's research, study and evaluation mandates for international agencies, NGOs and donors. It is staffed by our most experienced practitioners, drawn together by thematic specialisation.
Documented Manuals
Finance and operations manuals setting out generally accepted policies and procedures across the firm.
Computerised Accounting
Accounts maintained on computerised accounting software under a government-recognised accounting system.
Regulated Banking
Company accounts held and operated with reputable commercial banks in the firm's registered name.
Independent Audit
Annual external audit by firms on the register maintained by the relevant government authority.
